The theory of the formation of the image of the rough water surface for radars with real and synthetic aperture is given. The effect of the motion of the surface elements is analyzed and the peculiarities of image spectra, caused by this effect, are discussed. Spectrum characteristics of the wave image and the accompanying speckle-noise, as well as the methods of decreasing the latter are considered thoroughly. The conclusions of the theory are substantiated by the results of the experiments and numerical simulations. The potentialities of the space synthetic aperture radar (SAR) in the ocean monitoring are discussed.
